Plants usually aquatic, occasionally emergent. Rootstock nearly globose, 2-lobed. Leaves ± deciduous, bright green to reddish green, pale toward base, spirally arranged, to 25(--40) cm, pliant, gradually tapering toward tip. Velum covering less than 1/2 of sporangium. Sporangium wall ± brown-streaked. Megaspores white, 400--550 μm diam., echinate with thin, sharp spines; girdle obscure. Microspores gray to light brown in mass, 20--30 μm, smooth to spinulose. 2n = 22.

Population
In France, the species is present in about one hundred ponds in the Natural Reserve of Roque-Haute, one pond in the plain of Bziers, one in Torremila, several ponds and ditches at Rods plateau (Fenouilldes). A more or less slow regression of populations of I. setacea has been reported as a result of the disappearance of the species in the ponds of Saint Estve (Oriental Pyrenees), Grammont (Hrault) and Redessan (Gard). Isoetes setacea is present in the centre and the west of the Iberian Peninsula, as well as in Catalonia and on the island of Minorca (13 provinces in Spain and six in Portugal). In Morocco, the species is very rare with populations that are reduced to only one locality.

Conservation Actions
At the Balearic Islands, I. setacea is classified as Vulnerable.
In Morocco, there are no conservation measures in place but the following actions are recommended:
- Legal protection of the species in Morocco (List of protected species in Morocco)
- Surveillance of the existing areas and search for new sites
- Monitoring of the population dynamics
- Raising awareness of the general public
- Creation of protected perimetres where pastoral activities are maintained
- To avoid the permanency of water in the pools
- To reintroduce sheep grazing in Helophyte polls and in ligneous pools (after cutting)
- To eliminate litter in the pool
- To evaluate the vegetation dynamic after sheep grazing introduction and all new managements
